SFD: manages all consultancy, Civil Works as well as goods procurement contracts and seeks to ensure the compliance of procurement procedures to the SFD polices stated in the operation Manual. SFD also extends its effort to ensure that all officials dealing with the procurement procedures and the concludion of contracts (such as local communities, sponsoring agencies, SFD Branches offices and other related officials within SFD Head Office) are also committed to these polices. The procurement procedures are meant to meet efficiency, effectiveness and transparency criteria with respect to contractual matters and attempt to encourage and quality contractors, consultant and local suppliers in different part of Yemen in addition to encouraging the participation of local communities in projects implementation.
SFD also attempts to review and upgrade the procurement documents and system and obtaining the approval to use them which is evident from the results of the efforts carried out during the previous year which resulted in the upgraded and reviewed procurement documents related to civil works and goods procurement. SFD has also prepared simplified procurement documents for small procurement and quotations which were cleared and approved. |
