A donors' Joint Progress Review (JPR) Team convened a series of meetings in the SFD headquarters from January 23 through February 4, 2010 to carry out a Pre-Appraisal and Appraisal of the SFD Phase IV Program. The overall objectives were to revise the results framework, agree on the final components, activities and costs of the overall program, discuss gender and other crosscutting issues. In addition, the meetings aimed to review the implementation arrangements of the program including procurement, financial management, and monitoring and evaluation as well as to confirm the project overall development objective, which was to improve basic services, enhance economic opportunities and reduce the vulnerability of the poor.
The meetings were attended by representatives of the World Bank, UK Department for International Development (DFID) and the Royal Netherlands Embassy.
