The donor Joint Progress Review (JPR)
Team concluded their periodical review
mission to the SFD III project between May
30–June 10, 2009. Donor representatives of
the World Bank in Sana'a, the UK Department
of International
Development, the Dutch Embassy, the German
Development Bank ,
the European Union and the Saudi Fund.
The review
meetings assessed the progress of the SFD
projects in achieving its development
objectives,
followed up on priority actions
identified during the previous reviews
focusing on water, microfinance and cultural
heritage components, followed up on the
impact evaluation of the 3rd phase,
monitored the IDA additional financing for
Global Food Price Crisis Response (GFRP)
Trust Fund, and discussed the time-table for
the preparation of the 4th phase of the SFD
program. For these objectives, the team
members paid visits to Capital City, Al-Hudaidah
and Taiz and checked more than 30 projects
for Labor-intensive Work Program, Water and
Environment Program, Microfinance Program
and Cultural Heritage Program. They met with
beneficiaries to assess the project
progress.
They also met
with the government officials in the
ministries of Planning and International
Cooperation, Water and Environment, Health
and Population and others. In addition, they
discussed the program progress with the SFD
management team, staff and branch offices.
In their
evaluation, the mission have issued a report
and displayed that the SFD project continues
to make excellent progress in achieving its
development objectives and agreed results.
The report noted that this year's
preparatory steps for launching the SFD VI
in early 2011 have been defined. In this
respect, the report pointed out that the SFD
VI was included in the IDA Country
Assistance Strategy that was approved by the
World Bank Board of Directors in April 2009.
The mission states that the SFD donors will
continue harmonization with policies and
processes in support of the SFD operations.
